This Operation has been modified  as per Budget revision 7 (see below).

In late 2005, the Democratic Republic of Congo (DRC) was identified by OCHA/IASC as a pilot country for the new cluster system. Starting January 2006, WFP as the Lead Agency for the Logistics Cluster convened a series of meetings with key stakeholders. Logistics gaps identified were jointly analyzed and it was determined that there was a need to activate the Logistics Cluster in DRC, to address the logistics bottlenecks.

This Special Operation aims at augmenting the transport and storage capacity in DRC for the entire humanitarian community. WFP will - potentially in cooperation with an NGO - avail, manage and operate 25 trucks out of Lubumbashi on a cost recovery basis. Warehousing capacity will be increased through the deployment and installation of 9 storage tents, which will be made available to the entire humanitarian community.

Furthermore, this Special Operation includes a provision for a contingency component of US$ 1 million, as an emergency fund reserve, to enable the Logistics Cluster to respond efficiently to eventual logistics bottlenecks.

The duration of the Special Operation will be one year from 13 October 2006 to 13 October 2007.
