Should we worry about redefining aid?

The definition of what counts as "aid" (formally known as official development assistance, or ODA), drawn up (inevitably) by the donors, has always included debt cancellation, regardless of whether or not it will make any more money available to the recipient country. (..) Should we go back to the drawing board and write a better definition of what should and shouldn't be called aid?
