Although WFP has undertaken special logistics interventions during most of its history, the Special Operations (SO) category became an official, separate, programme category following discussions on WFP’s Resource and Long-Term Financing (R<F) policies at the 40th session of the Committee Food Aid Policies and Programmes (CFA) in November 1995.
