This is a synthesis of the findings and conclusions across the full series of 4 impact evaluations of the contribution of food assistance to refugees in protracted situations. The evaluations were conducted jointly by WFP and UNHCR in Ethiopia, Rwanda, Bangladesh and Chad. The synthesis aims to provide evidence and inspiration for future corporate strategies to deal more effectively with these challenging situations.

This theory-based impact evaluation has been managed jointly by the Offices of Evaluation of, the World Food Programme and the United Nations High Commissioner for Refugees. It uses a mixed-method approach.
It assesses the outcomes and impacts of the food assistance delivered to refugees from the Central African Republic since their arrival in southern Chad from 2002 and draws lessons regarding its contribution to durable solutions for the refugees.

A Joint Assessment Mission (JAM) was jointly organized by UNHCR and WFP from October 15-20, 2009 to investigate the status of assistance to Central African Refugees in Southern Chad, overall nutritional status of refugees, and level of self-reliance.

A multi-agency team of fifteen persons visited six refugee camps and two IDP (Internally displaced persons) sites in eastern Chad over a period of eight days.
