The Annual Evaluation Report for 2011 focuses on lessons arising from implementation to date of WFP’s Strategic Plan 2008-2013. It covers 16 evaluations on: strategic themes in the transition from ‘food aid to food assistance’, such as partnerships and how Country Offices adapt to change; school feeding and WFP support to agricultural small holders and markets; and WFP’s strategic positioning and performance in Haiti, Kenya, Rwanda and Yemen; and others.

This is the first in a series of four strategic evaluations related to the transition from food aid to food assistance. The evaluation analyzed WFP’s role in social protection and safety nets, which are increasingly seen as important mechanisms for promoting development. The evaluation found that WFP is already contributing to social protection and safety nets, especially for some activities. However, institutionalizing these approaches more broadly within WFP will require changes in WFP’s operations and efforts to build organizational and staff capacity.

WFP Ethiopia’s Urban HIV/AIDS programme aims to improve the nutritional status and quality of life of food insecure people living with HIV/AIDS (PLHIV) and increase the school enrollment and attendance of orphans and vulnerable children residing in HIV/AIDS-affected urban communities.

The Ethiopia Mid-Term Evaluation of the Protracted Relief and Recovery Operation examines the relevance, results and factors explaining the operation’s performance in 2008 and 2009. The evaluation was conducted by three independent evaluators with fieldwork in Ethiopia in November 2009. The evaluation found that the relief component responded to the series of national economic and climate shocks and improved access to food for populations affected by insecurity and drought.
Under the Productive Safety Net Programme it addressed the increased demand for food transfers resulting from a sharp increase in the price of food and had a positive impact on food security.
The Targeted Supplementary Feeding component provided support to those most at risk from malnutrition, and the urban HIV/AIDS component demonstrated significant beneficial outcomes for people living with HIV/AIDS on anti-retroviral therapy and for orphans and vulnerable children.
The evaluation includes five recommendations for further action by WFP, Government of Ethiopia and partners.
