A follow-up assessment was carried out by WFP in cooperation with CARE Laos and World Vision in late January 2011. The main objective was to identify the number of people in need of food assistance after the recent shocks such as the poor rainfall and flash floods during the year 2010.

The World Food Programme (WFP) in partnership with partners undertook an Emergency Food Security Assessment (EFSA) in northern Lao. The assessment was in response to continued rodent infestation, drought and floods and several requests made by local government.

This assessment was jointly undertaken by the National Disaster Management Office (NDMO) and IASC’s Joint Assessment Taskforce in close collaboration with the Department of Statistics (DOS) to review the extent and impact of the floods.

In late 2008, WFP received reports identifying 2008 as a particularly bad year. Requests for assistance came in for over 500 villages with 250,000 people potentially affected. The Vientiane Times reported the rat outbreak to be the worst in over 20 years.
