This mission took place in Côte d’Ivoire, in the department of Bangolo (sub-prefectures of Zeo and Gohouo-Zagna) in the department of Duekoué (Toazéo villages, and Blody Niambly) in the department of Bloléquin (sub-prefectures Zéaglo, Doké) in the department of Toulepleu (Sub-prefectures Péhé, Bakoubly, Tiobly, villages Toyébly, Bakpahi-Diole and Koarho).
In liberia, Field visits were conducted in four refugee camps (Little Weebo, PTP, Solo and Bahn) and five refugee relocation communities (River Gbeh (River Gee), Janzon and Toe Town (Grand Gedeh), Old Yourpea and Mahdiplay (Nimba).
The overall objective of the cross border JAM is to better understand the dynamics of population movements in this area, determine vulnerable populations, assess food assistance provided and make recommendations and improvements for current operations and policies applied in the region.

The evaluation covers WFP’s 2009 Policy for “Promoting Gender Equality and the Empowerment of Women in Addressing Food and Nutrition Challenges” and its associated Corporate Action Plan (CAP). It was intended for both accountability and learning and focuses on assessing: i) the quality of the policy; ii) its results; and iii) the factors explaining the results.
WFP’s 2009 Gender Policy suffered from both quality limitations and a fragmented institutional response to its implementation. Yet there is evidence of some potentially valuable results for gender equality from WFP’s work, albeit disconnected from the Policy itself. External factors have formed the major drivers for implementation and results. Recent improvements, notably in accountability systems and human and financial resourcing, suggest a welcome course correction. But a shift in gear is needed if WFP is to equitably realise its mission and mandate and respond to its international commitments on gender.
Four recommendations support this process calling for a clearer position and a more comprehensive approach to addressing gender within WFP policies, strategies and operations going forward.

Political turmoil and violence in Cote D’Ivoire (CDI) after the disputed 2010 presidential election resulted in over 224,000 Ivoirians fleeing across the border to seek refuge in Liberia. Despite the political crisis now being over, there continues to be a significant movement of refugees across the Ivorian border into Liberia. With continued instability in areas of CDI, it is highly probable that many refugees will remain in Liberia for the foreseeable future, until it is safe for them to return home.
To gain a deeper understanding of the refugee situation, UNHCR and WFP conducted a cross border joint assessment mission (JAM) across both countries. The JAM focus was based on:
- Ongoing and projected refugee returns and repatriation to CDI;
- Developments on the CDI side of the border; and
- The ongoing operation in CDI for returnees.

A rapid household food security assessment was conducted in March 2011 to inform interventions targeting refugees and host communities in Nimba County. The objectives of the study were to: measure levels of food insecurity and socio‐economic constraints of the host population and refugees in Nimba County; determine the ability of the markets to support food supply in the communities hosting refugees; and recommend relevant response options.

Since November 28, post-electoral violence in Western Côte d’Ivoire has led to a sustained influx of refugees into eastern parts of Liberia. An initial joint rapid needs assessment took place 2 December 2010, at a time when the caseload of refugees was a few hundred. Since then, the inflow of refugees into Liberia has accelerated as incidents continued in Western Côte d’Ivoire.
The rapid assessment was meant to provide interim guidance to food assistance programming, until such time as an in-depth assessment could be performed. Specifically, the study was meant to estimate food availability conditions and food access possibilities of refugee and host populations, and develop recommendations on appropriate response options.
