Drought is recurrent in northern Mali and many pastoralists will inevitably find themselves in crisis mode in the future, say aid agencies. (..) Work with communities to set up animal feed stores along grazing routes to keep healthy animals alive in the lean season; and let communities manage them, says Alice Martin-Dahirou, head of the World Food Programme in Mali.

Destocking weak animals has long been considered part of the emergency and recovery response to help pastoralists survive, and protect their livelihoods in droughts, but experts say destocking must come sooner - before emergencies develop. (..) But some herders are reluctant to give up their animals, despite their deteriorating health, says World Food Programme head in Mali Alice Martin-Dahirou. "Some nomads would rather keep their animals to the end, and see them die, rather than selling them en masse," she said.

Aid agencies are struggling to meet the food and water needs of people and their livestock in drought-hit Mali, with potentially "catastrophic gaps" in the humanitarian response, according to Oxfam’s country head, Gilles Marion. (..) The World Food Programme, Food and Agriculture Organization, the UN Children’s Fund (UNICEF), the International Committee of the Red Cross (ICRC) and Oxfam, are some of the main actors responding to the crisis in Gao and Kidal.

In single file, hundreds of residents of Toya wait patiently for meat distributed by the Red Cross who bought up thousands of starving animals to feed Mali's drought-stricken population. (..) In late June, the World Food Programme (WFP) warned that "erratic rains during the last two planting seasons had reduced harvests in north-eastern Mali."

The government and some NGOs say they are short of funding to adequately scale up an emergency response to the needs of 629,000 people who face food insecurity in parts of western, northern and northeastern Mali.(..)Food Security Commissioner Haidara said the government has 35,000 tons of grain in cereal banks and emergency stocks in the country; while WFP has additional emergency stocks, according to its Mali head, Alice Martin Daihirou.(..)WFP will double its school-feeding programme in affected areas to two meals a day and will launch blanket feeding to all children under age two.

The head of the United Nations Children's Fund (UNICEF) said greater attention should be paid to the negative impact of climate change on the world's poorest and most vulnerable people, especially children (..). She praised a food-for-work programme in Timbuktu, supported by the World Food Programme (WFP), where women grow vegetables and rice on land that has been reclaimed from the advancing desert.

The bodies of young elephants covered in the brown dirt of dried-up wells tell a heartrending story. (..)The U.N. Development Programme ranks Mali near the bottom of its Human Development Index. It cites a 56 percent poverty rate in the country, with nearly a third of the population unlikely to live past age 40, and an illiteracy rate of 77 percent. The World Food Programme says the majority of infant deaths in Mali are due to malnutrition.
