This report presents the findings of the May 2013 UNHCR/WFP Joint Assessment Mission that evaluated food and nutrition security conditions in the camp host communities one year after the outbreak of the crisis. The JAM exercise was intended to allow UNHCR and WFP to improve assistance programs and develop a joint plan of action for 2013 –2014. The JAM relied on a secondary data review, and primary data collection in Mbera camp and in host communities.

Atypical drought conditions in the US causes wheat, maize and soya prices to soar (figure 1). According to data record-ed by the World Bank in July 2012, wheat increased by 50%, maize by 45% and soya by 30% since mid-June 2012. By contrast, rice prices remained stable until July 2012. Compared to the 5-year average, maize, soya and wheat increased by 59%, 44% and 31%, respectively, and rice increased only by 8%. A new bullish phase in inter-national markets could impact regional markets and the food access of West African households already affected by the current nutrition and food crisis.

The 2011 rainy season was characterized by a poor distribution of rainfall over space and time resulting in low pasture growth and the failure of rain-fed crops. To have a clearer picture of the impact of the rainfall deficient and high food prices on populations, the Food Security Commission (CSA) and WFP organized a new round of data collection of its monitoring of household food security commonly called FSMS (Food Security Monitoring System). This survey was conducted in the period of the year when the food situation has usually stabilized (post-harvest period).

L’étude contribuera à évaluer l’impact de la crise sur les marchés et sur la sécurité alimentaire des ménages en Mauritanie. Spécifiquement, l’étude visera à déterminer :
- Le fonctionnement actuel des marchés et pour certaines filières déterminantes (flux, intégration, capacités, offre/demande, différentiels de prix et effets de change en zone frontalière…)
- La nature des stratégies mises en oeuvre par les acteurs commerciaux (commerçants, transporteurs) dans le contexte actuel;
- Dans quelle mesure le fonctionnement des marchés tendra à favoriser ou entraver la mise en oeuvre des stratégies d’adaptation des ménages pauvres;
- Les contraintes des commerçants et leur capacité à répondre à une augmentation de la demande ;
- Dans quelle mesure les réponses à l’insécurité alimentaire pourront s’appuyer sur les marchés.
