The Philippines ordered imports of 250,000 tons of rice on Monday and lawmakers rushed to approve funding for immediate rebuilding of farms and roads badly damaged by two typhoons that killed over 650 people.
The Philippines, the world's biggest rice buyer, would hold a tender two months earlier than normal on October 30 for the shipment of the grain, which it wants delivered between January and April, the National Food Authority said.

An economic adviser of President Gloria Macapagal-Arroyo is urging her to acknowledge that the Philippines cannot recover from Tropical Storm “Pepeng” and Tropical Storm “Ondoy” on its own and that it needs foreign help to get back on its feet. (..) In Manila, the United Nations World Food Program said it received a $4.5-million donation from the Japanese government and would be using the amount to feed hundreds of thousands of flood victims in the Philippines and to provide financial support to WFP’s newly arrived helicopters.

The United Nations World Food Programme (UN-WFP) has so far received US$10 million worth of funding pledges for the victims of heavy flooding caused by Typhoon Ondoy (Ketsana). Stephen Anderson, WFP country director, said they need to have the funding placed immediately in order to purchase the necessary equipment and deploy people on the ground.

The UN has appealed for $74m (£47m) to help flood victims in the Philippines. (..) The World Food Programme said it was providing helicopters and dinghies. Tropical storm Parma brought more heavy rains and misery to already flooded areas of the northern Philippines on Wednesday, as it hovered just off the coast for the third consecutive day. (..)
