The Annual Evaluation Report for 2011 focuses on lessons arising from implementation to date of WFP’s Strategic Plan 2008-2013. It covers 16 evaluations on: strategic themes in the transition from ‘food aid to food assistance’, such as partnerships and how Country Offices adapt to change; school feeding and WFP support to agricultural small holders and markets; and WFP’s strategic positioning and performance in Haiti, Kenya, Rwanda and Yemen; and others.

From 2001 to 2010, WFP has assisted Rwanda with a portfolio comprising 5 operations worth US$207 million with the aims to save lives, invest in disaster preparedness, protect and rebuild livelihoods, reduce malnutrition, improve educational outcomes and develop government capacities.
This report evaluates the portfolio against three questions: i) How well did WFP position itself strategically and align with government and partner strategies? ii) How did WFP make choices and how strategic were these? and, iii) How did the portfolio perform, and what were its results?
The evaluation found that WFP’s portfolio was closely aligned with the Government of Rwanda’s and people’s needs and that WFP made good strategic choices. WFP’s participation in Delivering as One theme groups permitted greater synergies with UN partners. WFP demonstrated its comparative advantage in protracted relief, land and infrastructure rehabilitation, school feeding and nutrition. Overall food assistance was efficiently and effectively delivered.
