The deteriorating security situation in South Darfur caused continuous displacements of civilians and impeded humanitarian activities and movements. Insecurity,
kidnapping of aid workers, and similar security threats in South Darfur further compromised the ability of the humanitarian community to assist displaced people in Sudan. UNHAS Sudan was the transport backbone for aid workers, reflecting the poor ground transport infrastructure and the difficult terrain. Domestic commercial air services do not serve the remote locations where humanitarian aid is most needed, and in some cases the operators do not meet international aviation safety standards.
