This paper reviews wheat market dynamics in the Central Asia region. As a region whose countries experience perennial food deficits, trade plays a central role in ensuring adequate food availability. The paper is the result of fieldwork undertaken in spring 2011 to establish a better understanding of the dynamics, structure, trends, and constraints confronting the wheat marketing sector in the region, and to better understand the role that wheat trade plays in ensuring food security for the region. For the purposes of this study, the Central Asia region includes Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan, Tajikistan, Afghanistan, Pakistan, and the Islamic Republic of Iran.

The present assessment aims at providing an up-to-date picture of the local conditions of production and distribution of three food products used as part of WFP food distribution programs in Tajikistan: fortified wheat flour, pulses and vegetable oil, in order to assess if these products, which are currently provided through imports (mainly from Russia and Kazakhstan), could be at least partly procured locally.

In February 2011 WFP conducted, together the NGO Zerkalo, a survey of wholesale and retail food markets in urban and rural Tajikistan. The purpose of the survey was to improve our understanding of the structure of the retail and wholesale food markets within the country. The efficiency of these markets has a direct impact on the availability and access of food to households in Tajikistan and therefore also has a direct impact on the food security of all members of the population. The results are compared with those from a survey of rural markets carried out in 2008 which were published in the 2008 Emergency Food Security Assessment (EFSA) Report.

WFP Tajikistan decided to undertake further analysis of rural and urban food security assessments, regional market study, TLSS information with a focus on finding out if cash/vouchers and voucher programming would be a feasible option as part of the WFP response strategy in the country.

The study is part of an on-going programme of work under the markets-related theme of the Strengthening Emergency Needs Assessment Capacity (SENAC) project conducted by the World Food Programme.
