This is the first in a series of four strategic evaluations related to the transition from food aid to food assistance. The evaluation analyzed WFP’s role in social protection and safety nets, which are increasingly seen as important mechanisms for promoting development. The evaluation found that WFP is already contributing to social protection and safety nets, especially for some activities. However, institutionalizing these approaches more broadly within WFP will require changes in WFP’s operations and efforts to build organizational and staff capacity.

Apart from the grave public health concerns, the impact of HIV and AIDS upon productive members of society, and increasingly women and children, has major and long-term effects on human, social and economic development. It also has direct and indirect consequences on agricultural and production capacity, and ultimately food security.
This independent evaluation considered how effective WFP’s initiatives to provide food and nutritional support to individuals and families affected by food insecurity and HIV and AIDS have been.
Case studies from Uganda, Tanzania, Côte d’Ivoire and Burkina Faso and the report’s wide-ranging recommendations will help shape future WFP programming and policy setting.
