The Annual Evaluation Report for 2011 focuses on lessons arising from implementation to date of WFP’s Strategic Plan 2008-2013. It covers 16 evaluations on: strategic themes in the transition from ‘food aid to food assistance’, such as partnerships and how Country Offices adapt to change; school feeding and WFP support to agricultural small holders and markets; and WFP’s strategic positioning and performance in Haiti, Kenya, Rwanda and Yemen; and others.

The Yemen Country Portfolio Evaluation (CPE) evaluates WFP's 12 operations implemented between 2006-2010. During this period, WFP's operations shifted from those focused on development interventions addressing refugees, chronic poverty, education and health to those focused emergency and humanitarian response interventions.
Growing from $7.5million USD to $38.8million USD in expenditures over the evaluation period, WFP had dramatically scaled up its operations in Yemen. The evaluation found evidence of good overall alignment with the policies and principles of government and other humanitarian actors and demonstrable contribution of WFP's activities toward short-term life-saving objectives.

Overall, the evaluation team found that the WFP Yemen portfolio of operations, the performance, strategic decision making and alignment with the government of Yemen, are well placed to address the humanitarian needs in Yemen.
In an increasingly volatile and political context, the WFP has scaled up its operations, found funding to address emergency needs, and played a key role in moving forward the national food security agenda.
