The WFP bakery programme addresses the needs of the most vulnerable urban households, headed by widows, the disabled or the aged. with no able bodied family members to participate in income generating activities. During 2003, WFP expanded the programme in collaboration with various government counterparts to cover four cities, including Kabul, Jalal, Abad, Mazari Sharif and Kandahar.
