WFP India is inviting agencies/institutions to express their interest to undertake a study on how to enhance the nutritional content of the food basket distribtuted under the Targeted Public Distribution Systems (TPDS) in India.
The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. With field presence in over 70 countries, WFP delivers food in emergencies to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. And when the emergency phase is over, WFP’s food helps disaster-affected communities rebuild their lives. In 2013, WFP aims to feed 75 million people in 79 countries.
WFP started its operations in India in 1963. In the early years of its presence in India, the focus of WFP operations was towards bridging recurring food scarcities in the community through food aid. In recent decades, with India’s progress on the economic front and with its increasing self-sufficiency in food production, WFP’s traditional role in food distribution has undergone a change. WFP now works on demonstrable models and empirical and operational research to improve the effectiveness of existing government schemes. In the coming years, WFP will focus largely on the Targeted Public Distribution Systems (TPDS) and will assist the Government in generating savings in it through better and more accurate beneficiary registration and to advocate for such savings to be utilized to enhance the nutritional value of the food basket provided through this system.
For this purpose, WFP seeks to identify a suitable agency to undertake following responsibilities:
a) To undertake a study to enhance the nutritional value of the food basket distributed under the targeted public distribution system with special consideration to nutritional requirements at different critical physiological periods of life. The study should take into cognisance existing policy and regulatory framework and learnings from currently on-going initiatives of the Government in this regard.
b) To develop operationally and financially feasible models for implementation of a nutritionally enhanced basket at the State level. These models will provide an all comprehensive guide for implementation in different States. The study should also be able to quantify the expected financial return on investment in such a food basket.
Making a Submission:
The EoI should be sent along with a ‘Capability Statement’ including a profile of the AGENCY / INSTITUTION and collaborating organisation(s) (if any), number of years of existence and details of previous partnerships, relevant technical domain and geographical experience, major clients, financial turnover and profitability for the last three (3) financial years backed by financial statements. The EoI should be as concise and as focused as possible to give evidence of the above requirements and should in no case be longer than five (5) pages, including the capability statement and organisation profiles.
Experience in policy research/ analysis, conceptualisation of operational models, implementation & assessment of innovations. Specific experience in the area of nutrition with regard to the above would be an added advantage.

Any EoI with inadequate information and those which do not meet the above criteria, or those received after the closing date will not be considered. The Expression of Interest should be sent in soft-copy to firstname.lastname@example.org with the subject line clearly mentioning “EOI-NUTRITION IN TPDS” by 7 February, 2013, 3PM.
Short-listed agencies will be shared with the Request for Proposal. Results of successful EOI’s will be informed through email by the 20th of February 2013.
