Ethiopia: integrated risk financing to protect livelihoods and foster development (2006)

A proposal for reform to the emergency relief system in Ethiopia by building on recent innovations in resource mobilization as well as delivery mechanisms to better address the needs of beneficiaries. It proposes to shift away from ex-post disaster relief to ex-ante risk management as the modus operandi for response to emergencies. This note is preliminary and the outcome of various informal discussions between the Government of Ethiopia, WFP, World Bank and DFID representatives.

It is important to highlight that this work has evolved out of thinking on how to better respond, specifically, to drought.
