This report presents the results of a pilot targeting exercise aimed at assessing the feasibility of using the national social registry as a foundation for early recovery food security targeting.

Supported by the Government of France and in partnership with the Ministry of Labour and Social Welfare and the Ministry of Agriculture and Forestry, WFP tested an adapted approach in Luang Namtha Province, Lao PDR, that integrated social registry data, food security indicators, and community consultations to identify households for cash-based recovery assistance following severe floods in September 2024. The report thus provides a set of key operational recommendations for more holistic targeting approaches and effective shock-responsive assistance through leveraging the national social registry in Lao PDR.
