This report presents WFP's continued scale‑up and consolidation of Anticipatory Action (AA) in 2025, protecting more than 6.3 million people across 47 countries.

Amid escalating climate shocks, WFP further embedded AA as a core approach to protect lives and livelihoods ahead of predictable climate shocks. The global AA portfolio reached USD 124 million, including USD 89 million in pre‑arranged financing, made possible through the support of key donor partners, including Austria, Australia, Denmark, the European Union, Germany, Google.org, the Republic of Korea, Ireland, Norway, Switzerland, the United Kingdom, the United States of America, the United Nations Central Emergency Response Fund (CERF), the Adaptation Fund and the Green Climate Fund.

In 2025, over USD 35 million was disbursed ahead of disasters, supporting more than 1.2 million people with anticipatory assistance and reaching over 15 million people with early warning information.
The year marked a turning point in institutionalization, with stronger government ownership, systems integration and growing evidence that acting early improves food security outcomes and reduces humanitarian needs.
