In accordance with the UN World Food Programme (WFP) Office of Evaluation’s 2026 work plan, approved by the Executive Board in November 2025, WFP is launching an evaluation of WFP’s emergency response in the State of Palestine.
This term of reference is based on an initial document review and consultations with WFP key stakeholders. The purpose of these TORs is to provide key information to stakeholders about the evaluation, to guide the evaluation team and to specify expectations during the various phases of the evaluation.
