The evaluation of WFP country strategic plan in Madagascar provides an opportunity for the WFP Madagascar Country Office to benefit from an independent assessment of the relevance, effectiveness, efficiency and sustainability of WFP's programme of work in Madagascar, while generating evidence, lessons learned and strategic recommendations to inform the design of the new Country Strategic Plan for Madagascar, scheduled for Executive Board approval in November 2028.
The purpose of these terms of reference is to provide key information to stakeholders about the evaluation, to specify expectations during the various phases of the evaluation.
