Syria, Targeted Food Assistance 2024-2026: Decentralized evaluation

Decentralized evaluation of the Targeted Food Assistance in the Syrian Arab Republic from April 2024 to August 2026.

The main subject of evaluation is Anmu, a nutrition‑vulnerability‑based food assistance intervention that targets food insecure households (HHs) with:

  • children aged 6–23 months who are stunted or at risk of acute malnutrition, and/or
  • pregnant and breastfeeding women and girls (PBWGs) presenting with acute malnutrition. 

These terms of reference (ToR) were prepared by the WFP Syrian Arab Republic Country Office (CO) and Regional Evaluation Technical Team (RETT) in Cairo, and they aim to inform stakeholders about the evaluation, clarify expectations and requirements and guide the evaluation team in its work during the various phases of the evaluation.
