Lesotho, Improving adaptive capacity of vulnerable and food-insecure populations (2020-2024): Decentralized evaluation

This report presents the findings from the decentralized evaluation of the "Improving Adaptative Capacity of Vulnerable and Food Insecure Populations in Lesotho (IACOV)" project, covering the implementation period from October 2020 to August 2025.

This independent evaluation provides an end-of-project assessment of activities across three components - institutional strengthening, climate change awareness, and community resilience - focusing on national levels and the southern districts of Mafeteng, Mohale’s Hoek and Quthing. 

The evaluation served both accountability and learning objectives, with a priority on learning to inform the design of IACOV Phase 2 and future climate resilience programming under the Lesotho Country Strategic Plan (CSP) 2019-2024. It assessed the project against eight evaluation criteria - relevance, coherence, effectiveness, efficiency, equity, sustainability, scalability and adaptive management - utilizing a mixed-methods approach.
