The evaluations found that operations, well aligned to national frameworks, provided broadly relevant food assistance to beneficiaries, with some limitations in individual activities. Appropriate analysis sometimes lacked in detail. Efficiency suffered from difficult terrain, and designs were insufficiently gender-sensitive.
