
Evaluation Objectives
The evaluation has three complementary and realistic objectives:
1. In terms of accountability, a performance assessment: to examine the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the four project components, by measuring progress against the established nutritional and socioeconomic targets.
2. In terms of learning: to identify the approaches and synergies that worked best, understand why and in what contexts, and formulate a shared theory of change that will guide future multisectoral and multi-agency interventions.
3. Actionable recommendations: Propose concrete, prioritized and time-bound avenues for the Government and the three agencies to strengthen governance, sustain achievements, and guide investments in the next phase and the new strategic frameworks.
