Evaluation of Joint Resilience Programme in South-Central Somalia 2018-2022

This evaluation pertains to the Joint Resilience Programme (JRP), implemented by UNICEF, WFP, and local partners.

The program aimed to address vulnerabilities and foster resilience for over 3.8 million beneficiaries in Banadir, Gedo, and Jubaland with a €90.6 million in funding across two phases. The evaluation was jointly commissioned by the WFP and UNICEF Country Offices.

Key Findings: 

  • Relevance: The JRP was highly relevant, aligning with Somalia's National Development Plan and policies. It managed COVID-19 disruptions effectively. 
  • Coherence: The JRP fostered collaboration among WFP, UNICEF, and government, though attribution concerns arose in some regions. 
  • Effectiveness: The JRP met urgent community needs, with notable achievements in nutrition, health, education, and livelihoods. However, WASH facilities' quality and accessibility for persons with disabilities were key concerns. 
  • Efficiency: Strong capacity and prompt community reach were demonstrated. Still, high staff turnover and procurement delays affected efficiency. 
  • Impact: Lifesaving services provided stability, with varying regional impact. Most respondents felt better equipped to handle future crises. 
  • Sustainability: There are concerns about sustainability due to limited local ownership and integration. Community-driven approaches showed promise, but long-term resilience was not expressly guaranteed. 

Based on these findings & conclusions, the evaluation made 6 recommendations:  

  1. Reinforce and align monitoring and quality control.  
  2. Enhance and tailor support for children with disabilities. 
  3. Improve targeting of vulnerable and minority groups.  
  4. Integrate gender equality and social inclusion across programmes.  
  5. Incorporate water-related initiatives into education interventions. 
  6. Emphasize sustainability principles into programme design.
