This decentralized evaluation is commissioned by the WFP Ethiopia and covers the Livelihoods Programming for Refugees and Host Populations in Somali and Gambella regions from 2019 to 2022. The evaluation will include a baseline and a final evaluation.
The evaluation is commissioned to measure the performance of the livelihoods programme to improve future programming and is intended for both accountability and learning purposes. It focuses on assessing the relevance/appropriateness, connectedness, effectiveness, efficiency and impact of the livelihoods programme .
The evaluation questions will be further developed by the evaluation team during the inception phase.
