This peer review of the evaluation function at WFP was carried out in accordance with the United Nations Evaluation Group (UNEG) Framework for Professional Peer Reviews of the Evaluation Function of United Nations organizations and the Development Assistance Committee of the Organisation for Economic Co-operation and Development. It is the third peer review of WFP’s evaluation function and was conducted at the request of WFP.
This review of the implementation of recommendations from global evaluations aims to promote the use of evaluation evidence for learning and accountability purposes and highlights areas for action where WFP can maximize the achievement of its mission.
The evaluation of the interim country strategic plan for Guinea was carried out from February 2023 onwards in order to serve the dual purpose of accountability and learning and to inform the preparation of the next country strategic plan.
The evaluation of the country strategic plan for Colombia for 2021–2024 was conducted between January and November 2023. It served both accountability and learning purposes and informed the design of a new country strategic plan for Colombia.
The evaluation was commissioned by the WFP Office of Evaluation to provide evaluative evidence for accountability and learning to inform the design of the next country strategic plan (CSP) for Lesotho.
The terms of reference (TOR) aim to inform stakeholders about the evaluation, clarify expectations and requirements and guide the evaluation team in its work during the various phases of the evaluation.
